Our Attorneys
David N. Soloway
David N. Soloway graduated from Emory University School of Law (’82) and Duke University (’79). His immigration law experience includes arguing Ardestani v. INS before the U.S. Supreme Court (1991), a case of national importance addressing the applicability of the Equal Access to Justice Act to certain types of immigration cases. He has served as Chair of the American Immigration Lawyers Association (AILA) Chapter covering Georgia and Alabama, has served on the Chapter’s Executive Committee, and has served as Chair of the Chapter’s Liaison Committee with the U.S. Citizenship and Immigration Services.
David is admitted to practice before the U.S. Supreme Court, the Eleventh Circuit Court of Appeals, Federal District Court (N. Ga.), the Immigration Court, Board of Immigration Appeals, and State and Superior Courts.
Avvo, an organization that rates attorneys nationwide, ranked David 10.0/Superb (the highest rating). David has been featured in Who’s Who Legal: Corporate Immigration. He is a member of the Board of Directors and Executive Committee of the Interfaith Children’s Movement, Inc.

Theresa Bailey Kennedy
Theresa Bailey Kennedy is a principal at Kennedy, Nalepa & Soloway, P.C. She graduated cum laude from Georgia State University School of Law (’07), Georgia State University (M.A. ’01) and the University of Virginia (B.A. ’91). She has presented major seminars on EB-1/EB-2 National Interest Waivers before audiences of scientists, researchers and academics in various states. She is active in the Atlanta Chapter of the American Immigration Lawyers Association.

Tara H. Nalepa
Tara H. Nalepa is a principal in Kennedy, Nalepa & Soloway, P.C. She graduated cum laude from Atlanta’s John Marshall Law School (’17), where she served as a Staff Editor for the Law Journal and received two Cali Excellence for the Future Awards. She is also a graduate of the University of Florida. She is active in the Atlanta Chapter of the American Immigration Lawyers Association, and is currently the Liaison for the Chapter’s Diversity, Equity, and Inclusion Committee.

Carolyn Frazier Soloway (Emeritus)
Carolyn Frazier Soloway founded Kennedy, Nalepa & Soloway, P.C. She graduated from Emory University School of Law (’82) and summa cum laude from Georgia State University (’79). She has served as an officer in the Atlanta Chapter and on numerous liaison committees with federal agencies in Atlanta and the Texas Service Center.
Carolyn is admitted to practice before the U.S. Supreme Court. Martindale-Hubbell rated her AV (the preeminent rating for legal ability and ethics). She has presented and written on a full range of immigration law topics with a special emphasis on the immigration of scientists, researchers and scholars.
